About

The primary mission of the Human Services Agency is to serve the needs of Wayne County residents, promote independence and contribute to the quality of life in our community. This county-sponsored agency is a rural resource which coordinates efforts and encourages cooperation among all Wayne County human services agencies.

The Office of Human Services acts as a liaison with the Wayne County Board of Commissioners and human service agencies, oversees the administration of all County human service agencies, acts as a coordinative unit for all County contract human service agencies, and facilitates the access of citizens to service coordination.

Employment for any Wayne County Human Services position is covered through the Merit System, a Local Government Civil Service Employment System of the Pennsylvania Civil Service Commission. This system is based primarily on your work experience, education, qualifications and abilities to do the work rather than other non-merit factors. In order to be considered for any position vacancy your name must appear on a civil service list for that specific job title. The Civil Service Commission has thousands of job titles and testing programs depending on your background. Of course, not all job titles are utilized in Wayne County. Many job titles are for employment in Harrisburg, Pittsburgh, Philadelphia or in regional state facilities. Vacancies may occur due to resignation, retirement, promotion, etc. sometimes it is not known ahead of time when a vacancy will occur making it difficult to have an ample pool of applicants on a list for a specific job title. It would be in your best interests to take as many tests as you qualify for so you can be prepared if a vacancy occurs.

Juliann is the most knowledgeable person to see concerning Civil Service and the testing programs, so, if she is not available at the time of your call, arrangements will be made for her to speak with you.
